One Gun Change Moved Three Operators in Y11S3
The most important change in Operation Split Fire isn't an operator. It's a sidearm that three completely different playstyles were quietly leaning on.

People read balance patches operator by operator, which is exactly how a weapon change goes missing. Nobody searches for the SMG-12. Three operators carry it, and in Y11S3 its damage went from 28 to 16 with a smaller magazine behind it, which is the biggest single swing in the season and got a fraction of the attention Noor did.
The number isn't the interesting part. The interesting part is that the three operators holding it were doing completely unrelated jobs, and one line in the patch notes reached all of them.
The gun was doing the work the gadget got credit for
Vigil is the clearest case. His ERC-7 wipes him off cameras, which stops him being found and does absolutely nothing about the fight that happens when someone finds him anyway. The SMG-12 was what won that fight. A roamer who can't reliably win the ambush he set up is a much harder sell.
Dokkaebi got hit twice and I don't think that was an accident. Her Jegeo Payload now needs a constant connection and dies if you break it, so the gadget got harder in the same patch the gun got worse. She's still good. She's just no longer good for two separate reasons at once.
Warden is the awkward one. His Glance Smart Glasses answer one specific problem, smoke and flashes, which makes him a counter-pick rather than a default. A counter-pick who loses the fight he was brought in for is an expensive slot to spend.
The defenders who got quieter
The DMR pass works the same way. Aruni and Tubarão both lost the Muzzle Brake and both guns came down, so two operators with nothing in common gadget-wise now share a worse long-range option.
A lot of a defender's power is the angle they can hold, not the thing they put on the wall, and this patch went after the angle. Aruni sits at B on our Y11S3 Operation Split Fire list, though that reflects creators recording around the change rather than after living with it.
Meanwhile the new operator is not the story
Noor shipped with Split Fire and Ubisoft is unusually blunt about what he's for: he counters shield operators, and his Horus Lance Launcher fires projectiles that pierce shields. No statistics needed, which is rare enough that it's worth saying out loud.
The creators we track aren't sold. Noor sits at C on our Y11S3 Operation Split Fire list, and they land on the same objection: you have to draw the launcher, a shield player can see you do it, and they can either ADS you first or duck behind cover and strip the effect. A counter that announces itself has counterplay built in.
They might be wrong. Two creators this early is a thin sample, and an operator judged largely off the test server often reads differently a month into live play. I'd watch this one rather than write it off.
What to take from it
Read the weapon section before the operator section. Ubisoft lists the operators affected under every gun change, which is the most useful thing in the document and the part almost every guide skips. This season it's where the whole patch actually lives.
