Who counters who
78 operators on the roster, 76 with a pairing written up. Counters are rules of the game (gadget interactions), not statistics, so each one is read off the two operators' own kit pages: the mechanism from whoever wins the matchup, the gadget it beats from whoever brings it.

All of Maestro's matchups →Maestro's own page says the Evil Eye is unaffected by bullets and melee, which leaves utility. Brava's Kludge Drone takes the turret over outright, so the overwatch angle becomes hers.
The Evil Eye ignores bullets, but Maestro's page notes the core is exposed while it fires. A Shock Drone dart is the utility that answers a turret nothing else on the Attackers' guns can touch.
An Evil Eye cannot be shot down, and a Ratero cannot be shot down either once it clutches a surface, so Flores trades one bulletproof device for another and the turret loses.

Statistical data is based on external APIs and publicly available information. It may differ from official data.
Is there a tier list yet?
Yes. Rainbow Six has no telemetry pipeline behind this site, so a tier list here would either be invented or borrowed, and we do neither: ours is built from named creators' own published rankings, with every operator's row showing which creators ranked them and what band each one called them.
